I would imagine that £3000 in fines and costs would be a lot of money for a Cumbrian livestock farmer (I assume livestock, due to presence of silage). A lot went broke after foot and mouth. Hill farmers are certainly not rich.
Much more damaging to fisheries are the fat cat lowland arable farmers who pour fertilisers and pesticides onto their land, which ends up in our rivers (and drinking water).
But what annoys me most is the paltry (ie compared to what they can afford) fines that are often dished out to big industrial concerns. Also, the fact that some factories continue to pollute - because a degree of pollution is allowed in certain water courses (eg tidal rivers and the sea). This is often done quite cynically.

its difficult to put a value on such a loss, but fenboys right about big business getting hit much softer than anyone else
