Don't know in general terms, but to be very specific I would approach the farm located on Ings Lane in Guiseley.

They own a large chunk of land to the rear of Harry Ramsdens, which is Green Belt. Over the past 10 years or so they have tried to sell it many times for various uses, and each time it has been knocked back 'cos they can't get planning permission for whatever (light industrial units housing etc).

There is a stream which runs along the side of the fields, (pollution free, with a small stock of small brown trout and even an occasional grayling), every winter it floods.

I suspect that if the price is right they may be willing to sell, and whats more I believe that you might well get planning permission for it.

You may also want to look at the aire valley, above Keighley, again the land is often flooded and not of use for development, the farmer may be glad to sell off a small field, in fact I think that there's a pond in the field (about half an acre in size, next to the main road but disguised by trees), full of pike and minnows which may also by available.

Short of that, there are old quarry workings up on the moors which may be a good starting point.

I'd be very carefull of land that floods unless you want your stock swimming down the local river!!

One of the best new waters I've seen in recent years was built by digging backwards up a small stream valley. The stream (actually a canal overflow) ran for maybe 100 yards down a ravine/valley before it reached the flatter land below. The land was totally useless to the farmer as he couldn't level it or fill it and was basically scrub. By building a raised sluice at the bottom however and then digging back up the valley the club created a series of small pools linked by 'canals'. The biggest bottom pool had about 20 pegs and 15 foot depth whilst most of the others had 10 or 15 pegs and got progressively shallower as you moved away from the sluice. With the islands they left though nearly all pegs had good features to fish to and many of the pegs were only visible to one or two other pegs which meant that 40 anglers could fish the water feeling like they practically had the water to themselves.
A very nice pool that I'd love to see again nearly 10 years on.

The land I'm talking about never floods more than about 3 inches due to the topography. Easy to compensate for if building a lake. Not so good building
