Seems like a silly question but Milton Keynes Angling (mkaa.co.uk) mentions on its website that some of its lakes are not subject to the statutory closed season. Does this mean that I can fish them out of season?

Yes it sounds like you can fish it. The closed season only applies to rivers so an owner can open his stillwater or canal at their discretion.
