For a normal whip which is designed for small fish I would suggest a maximum of a six through the top two.

The new generation of carp whips / margin poles take up to a twenty.

you don't need elastic when you fish with a whip, the whip itself should have enough elasticity built in, if you fitted elastic to it somehow it would spoil the action of it.

Depends on the whip.

If it has a flick tip is shouldn't need elastic, as Hermes said.

If it has a hollow tip go for a light elastic. I have kitted my sons out with a six and it performs well enough.

ah well if it came with a bush already fitted give it a go, like Rudd said I would go for a six or so, make sure it's not too strong or you will break off hook lengths.

I wouldnt put a 14 elastic in just because it is rated as a 14. This represents the maximum you will get away with not the optimum, The elastic should relate to the style of fishing you will be doing not the poles maximum.
As a general guide fish under 2lbs use a 6, 2-4 an 8 and only go heavier if you are after real lumps.
Let us know what you want to catch and where and we can be more specific.
