I'm new to feeder fishing and I've just been given a feeder rod with 2 tips (2 oz and 3 oz). What tip should I be using and under what conditions do I change tips.

Can anyone help?

Two ways of fishing with a quiver tip.Fishing for "pull round bites" or fishing for "drop back bites".First is normally used in still water the second in flowing water.Both these methods are explained in detail on other posts on this forum just do a search.For "pull round bites" you want to user the softest tip that conditions will allow,this will be best made from fibre glass.For "drop backs" a stiffer carbon tip is better.Once again the TC of which will be dictated by the conditions and the weight of the feeder.
