tablet annoyances

i sold my redundant beach detector and treated myself to a cheap chinese windows tablet as my playbook hasnt been updated so is beginning to suffer online (text having a few seconds lag etc)

anyway the tablet is 90% ok but on the other 10% dammed annoying!

the desktop bit works fine most of the time but if i use a metro app (or some other apps) the task bar disapears and the only way to get back to the desktop is to flick the left hand side of the screen and the programs in use are there ,all fine and dandy but you can only close them by flicking them down to the bottom which if not precise loses the app and drags the desktop icons as well (grr)

now android has a splendid system to go back ,go to the main screen and select apps to close or all of them at a flick .

is there something similar you can add to win8.1 to do similar

or can i have somesort of taskbar ontop all the time so i can close programs from there ? i am almost happy just to use the metro screen all the time but for the method of closing a program ,as you can imagine just 2 gig of ram isnt 32gig like my desktop so theres a limit to programs running in the background!

i thought using a mouse would help ,in desktop it does but in metro apps the right click is gone
