seen something as simple as a dodgy vga cable/bent pin like chesters said and although the card may appear to be working because of other monitor it could be the socket on the board for that particular channel. bit of trial and error swaping cables and monitors should narrow it down.

That alone should ring alarm bells. Be careful of any other such phone calls from isp and bank as you may be on some hit list. If in doubt hang up and call your isp/bank but make sure the scammers still aint on the line when you go to dial. They sometimes hang on the line.

I think at some point it has had another bit of metal/wire on the handle (depressions on the sides). a stand for it perhaps ? Im also wondering if it glows in the dark, the plastics got that look/color about it.

Another idea. Is it perhaps a caliper of sorts. Does the readout change if you seperate the wire in opposite directions ?
