Looks like a dip stick to me (i.e. sheep dipping stick).

Definatly concede to that :)

Looks like the sea angling reps have been coerced by the ifca's to compose sea angling strategy's that the ifca's at some stage will look at drafting into legislation to manage the rsa, because they like wasting tax payers money. That's without asking the rsa btw. You know who you are..

Sorry you have me stumped, never seen anything like it, I have looked through my catalogue, no reference to anything similar.

 

The top looks like it would slot over, so the pole you have it sitting on would continue up through the cut away cap – otherwise why not make it solid.

Not if the wooden staff was a tight fit, split at the end, and a wedge inserted...like a proper axe or hammer.

Let's review the evidence:

 

I think the pole position is most likely correct

Why is the iron part so substaintial?

Why two rings securing it to the pole?

Why was the 'blade' made so thin?

 

So it seems likely the tool is to push across or up some item that is fairly heavy (hence the substantial build), and yet there is limited access (hence the narrow 'blade'). I can't see such a complicated design being needed to move hanging baskets, and in all honestly, it seems a bit too robust to be a dip stick. The 'hook' is facing the wrong way to be a railway shunting pole...hmmm, curiouser and curiouser...

From it's handle fitting it looks like the tool was fixed and the item was brought to it for paring or cutting. melons, coconuts cabbages perhaps.

My mate recons it could be the end of a switch stick used for reaching under a old style electric loco and reseting a blown main motor breaker. It isnt exactly like what he has used before himself as there are state differances in train type.

Someone once said to me "Dont worry It could be worse." So I didn't, and It was!
