Because a dynamic IP address is assigned to each individual user when you dial in, generally as a 50:1 ratio. This means that IP addresses are assigned as you log on i.e.; there are 50 available IP addresses available on 1 switch & they are served out in order of 1st come 1st served. Therefore it is less intensive on the server to allocate IP addresses ad-hoc

 

Static IP addresses are reserved specifically for you & are only assigned to you each time you dial in.

 

Dynamic IP servers only need 100 IP addresses for 100 customers connected at that time.

 

Static IP addresses may need 1000 IP addresses to connect 100 people at any one time if all users are not connected

 

It's the same as reserving a seat at a theatre & not using it, that seat could've been given to someone else on a 1st come 1st served basis

 

I'm not saying they are the cheapest, I am pointing out the difference ...
