Thing to do is to work out what you can afford and choose some fairly easy fish. And read as much as you can about it before you buy anything. The typical advice given for a first tank is to go for a "community tank", with an assortment of easy fish from all around the world. I find that a bit dull, so I would suggest choosing a particular environment and keeping species from that place. This approach is often called a "biotope tank". This book is a good start, listing about a dozen or so biotopes, how to set them up, what species to keep:
