Refurbished park lake

I'm going to try and fish our newly refurbished park lake,(been refilled over a year now) pole fishing.

I've had a gander at it, water is very clear and sort of a green cotton wool looking weed growing in it and about 3ft deep, no reeds or lillies growing in it yet. I've heard there is fish in it, mainly small crucians and roach,(I think the small fry must have survived the draining over 2 years ago)the lake has definately not been restocked. But will it produce? will I catch? will I get the fish through the green stuff?
