Theo Pike is one of the leading members of the Wandle Trust. Basically a group of locals who wade into the River Wandle and pull out shopping trolleys, abandoned stolen scooters and other debris turning an abandoned and forgotten tip into a thriving and well managed trout stream.

 

I haven't read the book or article, but for the last five years before leaving the UK I too sought trout (and other fish) in dirty places. I've had trout and grayling in the following free stretches of urban rivers in South & West Yorkshire: Dearne, Don, Dove, Calder, Colne, Rother and Sheaf amongst other smaller and often un-named streams.

 

It don't get dirtier than this:-
