You have a perfect right to expect the forum software to work correctly.

When registering, members are told that there account will be moderated for 15 posts. Some old accounts, however, got stuck in time when we changed forum software many years ago and still have 'Junior Member' on them, even though they have progressed to 'Member' status. This is a simple thing to change when we're notified.
