Quite an interesting viewpoint on static html, none CMS sites, fairly well reflects my thinking:

And most of the benefits can be obtained utilising a database to store the info and then using php to generate new (static) pages anytime data changes - and if anything needs to be truly dynamic (perhaps exchange rates) that is easy to include too...

Interesting concept, but I doubt it would have any performance improvements which would be noticeable by the normal person.

 

Page load times are measured in milliseconds, Yes static .html pages will inherently load slightly faster than dynamically created .php pages, but only by maybe 0.01-0.02 of a second, so its not really worth it imho.

Can a web site project your probable language, currency, etc by identifying you IP address (or browser address or whatever(?)?).

Yes, easiest ways would be to use Google translate or there's several API's online for currency conversion.
