Leaving a "rod unattended" and leaving a baited line out are quite different. It may be difficult for a casual by passer to distinguish which scenario they were looking at. Then to associate a dead swan 50 yards away is a real stretch. Stock a few Eastern Europeans and anglers won't be wandering off from their gear.
