What is it you are trying to accomplish? Are you going to start collecting floats? "Cheapest but good quality" is an impossible request since it is relative. Try Filstar or just google Chinese fishing floats - or pole floats from China.

 

Surface fishing is a pretty slow proposition in today's instant gratification world.

If I intended to fish a non commercial fishery for Roach, Rudd, Tench, Crucians etc then I would seriously

leave those heavily loaded floats that you often see being used on commercials a miss and go for traditional semi loaded floats or traditional bodied or straight waggers (which are a lot more sensitive).

 

And this is how I would usually shot my wagglers in stillwaters from around 3 to 6ft deep

 

NB. The pics above show bottom fishing but I sometimes fish off the bottom with slight adjustments to the shotting.
