It's hard to know what to do about water companies polluting rivers. You can't really say "fine them millions" because the fines simply get passed onto the public. Maybe the directors should be made personally responsible and made to pay out of their own pockets, or have their share options/bonuses etc taken off them.

For chemical/fuel works it's a different matter. A few years ago I was speaking to someone who works for a refinery near me after a bad pollution incident and he explained that they would rather pay the fine for flushing into the river that let the product solidify in their pipework, because a million pound fine is far less than replacing all the pipes. In that case the fine for polluting obviously needs to be significantly more than the costs incurred by not polluting!

Trouble is, Colin, that the chemical/fuel works company will have customers, too, who will have to bear the brunt of that fine.

I agree, though, it is a tricky one. I feel the same when I see hospitals getting sued for mistakes. They should be made responsible, but by the same token, others now won't get any treatment.

"cost" the excuse used by councils in removing dumped rubbish or hospitals for not operating are pure bullshine ,those rubbish removers are already paid whether they work or sit on their butts all day and the same applies to the NHS ,all the staff are already there .the only "costs" either pay ontop are a little extra fuel to get to and from the rubbish or disposable items in hospitals used for operations ,in the latter they have to be used by a certain date anyway or thrown away.

strange that hospital cry for more funds when they can spend millions on artwork and send staff overseas "fact finding" or a million other excuses for a state funded holiday
