Shock leader

No you wont need a shock leader, thats very heavy stuff for banging out large weights and pre-bait/ground bait (spodding) a considerable distance with heavy rods designed for it.

for the type of fishing you will be doing with a waggler (float) for the small stuff such as roach rudd perch a 4lb mono would be more than enough. daiwa Sensor is a good cheap bulk line to get started with.

I cant comment on the rod license for down south as im up here in scotland which doesnt have a rod license.

as for clipping on rigs, no not really. its quite simple. you thread your line through the rod, slide on a float to the desired length, pinch on split shot either side of the float to hold it in place, put more split shot down the line and tie on a hook.

sorry I cant go in to more depth on that but someone posted a good diagram on the other post you started
