What is the definition of a false claim and who compiled the list?

If he says that that the most dangerous cities in America are all run by Democrats and in fact, it's 17 out of the top 20, with two run by independents and just one run by Republicans, is that still a false claim even though the broad thrust of the statement is irrefutably true?

Although I'm surprised you didn't post it you most certainly must have known the accepted media criteria for a TRUMP lie.

Frankly I truly had no idea.

"AP FACT CHECK: If he's said it once, he's said it 100 times". If he makes a claim and is publicly challenged each event becomes a "new lie" simply because he has been corrected  with the facts. It also must be at a new venue and a different speech (I interpret that as a new audience)

I cannot explain differences in media reporting.
