Perhaps he has swapped his boat for an inflatable, perhaps diesel prices at Whitby are more for inflatables that would make sense. Or maybe the price per litre for inflatables is less than for rigid boats in the hope of attracting a better standard of harbour users, in which case he might be saying that he has managed to refuel his rigid at the cheaper inflatable rate because he has performed sexual favours in a dark alleyway with the pump attendant, that also fits.
