You could try dropping down under the castle where you will find a good flat ledge to fish from.

 

Also all along the harbour wall is okay for macks & herring in the evening

Would Compass Point(Blackstone Point) be worth a try?

Also is there anywhere further up the estuary nearer the town?

Call into the Dartmouth SAC, Oxford Street.

It's their Social Club, open at nights.(All comers are made welcome).

They will help you in what ever you want to know about fishing the Local Venues.
