Humbrol is just fine. I use a base coat of white matt, then put matt fluorescent over the top, but leave a narrow band of white at the bottom of the flourecent, as it helps it show up. I don't use any gloss on float tops, as it doesn't help the visibilty. It's possible to find Humbrol matt varnish, which you could use, but let the paint dry for a couple of days first. Slightly thinned yaught varnish is good for the bodies.

if you use e-bay then this is the paint i use, its a highly floresent brush on paint that dries to a bright rough matt finish thats waterproof .It is supplied in two sizes that of 250mls can for £9.95 with free P&P

Colours: Fluorescent Red, Fluorescent Yellow, Fluorescent Orange, Fluorescent Green.

Thank,s everyone, for the advice. As I've only got to paint about 15 float tops - and I have it already - I'm going to go the Humbrol route. I think I'll get some of the Fascinating Finishes stuff for next time though - nice find Chavender.

White spray matt finish enamel for a quid from most Asia discount stores. Paint the floats white, mask with some insulating tape (better than masking tape) and colour with permanent markers.
