I would agree with salar upto a point.
A couple of hours with a casting instructor would be the greatest investment ever, bad habits can be dealt with before they form.
60 quid on lessons and a well chosen 60 quid rod are a far better investment than a 120 quid rod and no idea.
A good sea angler could compensate for a few casting/technique problems by knowing where to fish as thats most of the battle.
If you watch the DVD ''fly fishing with a pinch of salt'' you will see Mike Ladle catching one bass after another at about 6 yards range with one of those little eel lures on the line. useing crappy gear(sorry ML)

most of us start the year on small flies and then as the baitfish / prey get bigger over the year we start to get bigger.
if you are fishing a delicate estuary then go small size 4 or 6. if you hit the beaches or surfy broken ground then go bigger.
