Bass Nursery Areas

I live about 10 mins walk from Heysham power station. At the rear of the power station there are two outfalls which i have fished for years, but i have recently heard that this area is a nursery area, however was also told that the restrictions were only for boats...

 

Could this be true?? Are there different classifications for different areas??(ie. no boats/no boats or shore fishing) And if so is there a web site where i could check to find out which this area is???
