Basically you attach a weight to your hook that is too heavy for the float. (You can buy special plumb weights, often with a piece of cork in the base to stick the hook into.

When you cast it out, if the float goes under, you move the float along the line to increase the distance between the weight and float and try again.

If the float lies on the surface, you decrease the distance between weight and float.

Eventually, by keep doing that, the weight will rest on the bottom and the tip of the float will show above the surface, showing that the distance between float and weight is the same as the depth of the water.

Now you try different spots around the water in front of you.

If there are underwater 'holes', gravel banks, etc you'll find the depth deeper or shallower there, and so you build up a picture of the lake/river bed in front of you.

Things to watch out for are soft silt, where the weight might bury itself 6 inches or so into the mud (you can get special flat plumb weights to help prevent that).

Having found the correct depth, you need to decide whether you want to fish off the bottom, or 'laying on' the bottom, and adjust the distance between float and hook accordingly.

If the water is deeper than your rod length, then you need to use a slider knot - but that's a different subject.

In really deep water, you can look for features and build up a mental picture by casting a heavy weight alone, and counting it down. The longer you count for before it hits bottom, the deeper the water. Mark your counts on a piece of paper to build up a map of the features at the bottom of the water in front of you. (You can also use a heavy lure for this, and maybe take a pike whilst you are 'plumbing up')
