Migratory eels - licence question

Hi chaps,

 

I have a question relayed from one of my mates who is a sea fisherman. He wants to fish upper esturies for migratory eels (aparently this is when they're migrating) and wants to know the whether he'll need a rod licence.

 

Now I've looked at the EA website concerned (http://www.environment-agency.gov.uk/subjects/fish/165773/169852/174139/?lang=_e) and its says:

 

"anyone aged 12 years or over who fishes for salmon, trout, freshwater fish or eels in England and Wales must have an Environment Agency Rod Fishing Licence"

 

Which seems to suggest that you do. However several people who I've met have told me otherwise. Also, surely this means that even if you're fishing for eels in the sea you need a rod licence!

 

Can anyone clear this up for me?

Cheers Leon, thats just what I was looking for. Although I can't seem to find the list that the NFSA have recording the predetermined lines set by the 1996 legislation, on their website at least. I'll give them an e-mail but you don't happen to know if its online somewhere do you?
