Usually, one has to pay the Local Council to tarmac the small strip of land between your property and the road, and to lower the kerb (you can't get this done by anyone but them). So you probably paid handsomely for that drive you can't access!

A "Special enforcement area" simply means an area where the council has taken over responsibility for parking, which basically means almost all built up areas, as it now seems to be their favourite income source.
