I'd suggest finding a good water either club or syndicate first and find a friend later!

 

My experience is once you've fished a few times you get to know the people on the lake. A quick wander round and you'll soon sort the like minded types (if you get the right venue that should be most of them). A good club or syndicate can have great camaraderie. So even if they don't live in Wales too you could meet up with anglers at the venue. I fish a syndicate water 150 miles from home but I have to say there isn't a single member I don't like!
