Actually Phone, in the UK this type of ban normally refers to hooks where the shank has a definite bend in it at one point rather than circle-type hooks which are normally regarded as OK.

Couldn't find a good picture as these are only slightly bent, but this is the sort of thing they're talking about :

If you mean a hook where when you lay it flat on the desk the point sticks up in the air slightly then yes, those are allowed.
