Using a kite in strong wind to deposit PVA bags seems enirely the sort of thing bivvie boys will do... equally barmy as remote controlled bait boats.

 

Looking at the forecast for Sunday, makes me think its a good day to take my lads to commercial puddles. The sight of bivvies being blown across water and bedchairs being turned upside down (preferably with bivvie boys still on them)sounds too good to miss.
