A non mandatory licencing scheme where if you choose not to participate in the non mandatory scheme you end up getting fined

 

Seems very compulsory to me and something we need to watch out for from our government if they go down the same route

 

Date collection is just another way of determining how much revenue you can milk out of a set of statistics in this case anglers without any benefit or real need to implement any sort of scheme
