It seems to take it from the first time you entered a forum during the last session, not the last time you accessed it. So if you accessed this forum at 8pm and stayed in it until 10pm, even if you viewed any posts made during this period at that time, next time you log in it regards any posts made between 8 & 10 as new posts.

Hope this makes sense (and maybe even aswers the question!)
