Can some explain F ratings on rods?

I realise that F22 is softer than F11, but is it independent of its desired casting wieght/class? Is there any way to work it out ie is it anyway scientific, and is there a certain F range to look for when thinking certain water conditions/use.

Or is it just a guide to how flexible the rod is?
