More good Porbeagle, spurdog news

Although not going far enough, the commission have for the first time put quota on Porbeagles and spurdogs.

Currently there is no quota on Spurdog in the North east Atlantic and the reported catch in 2004 was over 8000t. so the limit of 2828t has to be seen as great news.

The TAC for porbeagle will be 174t
