Unless you are dealing with really junky water (lots of snags or weed or something), you can handle any fresh water fish you are likely to encounter in the UK on a 2 or 2.5 t/c rod.

 

Heavier rods are generally needed if you are tossing a heavy rig out to a long distance.

 

I spent a week catching catfish to 30lbs in a river with some nice current and most of the time I was using a 1.75lb t/c rod. Lots of bend but some fun.

 

You simply can't bully a large fish with a light rod but you can certainly tire one out and get it to the net.
