Anyone know what this medal is?

Shown against a £1 coin for size comparison.

The inscription is:

 

For King and Empire

Services Rendered

 

On the back is the serial No. 330017

 

I have a feeling it is a civilian medal from WW2.

Been there, but missed it.

 

Just need to find out who it was issued to, so that I can return it to the family concerned.
