I think there could be a number of reason why strikes seem to happen near the boat.

 

The bigger pike has followed it in and thinks it might be its last chance before the jack gets away in or around the big lump of cover (the boat).

 

When the jack gets near the boat it is high in the water and flashing around, therefore most visible.....

 

There must be a reason, as it happens like that on the bank, too.

 

I remember seeing one launch itself and scare the living daylights out of a guy who'd lifted his spinnerbait clear of the water, once. Made me jump, too!!

I'm not pike expert, but I've done enough lure fishing (spinning and fly) to know many species will follow a lure in and either turn away under the rod tip or as sometimes happens have a grab at it at the last, even as it leaves the water. Also worth considering when fishing from the bank that on lots of waters fish use it (weed, bushes, fallen branches, drop off's.....) for cover and to ambush passing prey from (i should think it true of pike to). Also on deeper waters the shallower bank side water is often where the most food for the prey fish is and predator's will often patrol there after the prey fish. It often pays to fish along the bank rather than straight out from it.
