Tricky as I think it was illegal to not complete the Census. Having said that the census is actually nothing to do with local authorities - it's purely a Government data collection exercise and as far as I am aware the information is not available to anybody in anything other then processed data format (ie totals, percentages etc rather than details of individuals).

I'm not so sure about the electoral register - most councils seem to link it to the council tax so it's possible if anybody checked that you'd show up as an anomoly. If you were registered for council tax however you should show up - if you move around it would be very easy to miss the electoral registration.

If you want to know what they've got then don't forget that under the Data Protection Act you can write to any organisation that holds data about you on computer and demand to see the information they hold on you. They are allowed to make a small administrative charge for this but cannot refuse your request. They are also legally obliged to correct any incorrect data they may hold. There are obviously a few exceptions to this (mostly medical, criminal & social services related) but you'd be amazed how much information there is out there. You can even ask the Inland Revenue for your details but strangely not many people do. I worked next to the department that ugraded the system to process Data protection requests and despite spending upwards of £1 million to comply with the law less than 10 people applied for their data in the first year!
