It's possible to correct an image that's slightly out of focus, but I think the first one has a bit of camera shake as well, which can't really be rescued. It looks as if the blue pics were taken on a digital camera, where an incorrect compensation setting has been used. Quite honestly, I no longer bother with those because I find that the automatic white balance nearly always does the best job. If in doubt, it's a good idea to take a sheet of white paper with you to check the settings against.
