What planet is the coroner from?

The Council won't do anything as it's not their site, it's up to the landowners what they do. The Council can make recommendations which will come from all manner of committees, not least of which councillors. Who quite often make rather extreme suggestions as they are elected members and not professionals in an field related to the matter in hand.

I think this is a case of reporting what is heard rather than any particular truth.
