"Anglers face prosecution" - BBC

An item on the teletext news says the new draft law on animal cruelty is so badly worded that anglers might be prosecuted under it.

 

I know no more details than that bald statement - does anyone know more?

The only thing I know is that the government say that angling will be specifically excluded from the legislation, the reason being that to word the act in such a way that it is not possible to include angling within its scope is almost impossible.

 

I believe that the legislation is to prevent cruelty to animals "in your control", and obviously when you so much as hook a fish it could be argued that it is in your control.
