S mac, you won't be able to do that by law. Your licences cover you for up to four ros (if you have two licences), provided all are within acceptable control of the licence holder.

 

In two of the clubs to which I belong, unnattended tackle, means an empty swim. I used to belong to a club where if a peg was left with tackle, the bailiffs would remove it.
