Would you pay to catch Rockling ?

In recent months in the north east many local anglers have started to struggle to catch fish in the matches. In a report about a fishing match up here in the north east the sea angling licence finally gets a mention by the north east press. When looking at the catches I begin to wonder who would pay to catch Rocklings ?
