Certified toolbar search

Hi guys,

Google chrome seems to be using this programme as a default search engine and I can't get rid of it iv looked and it's not a program I can uninstall, I've run my AV (trend) and Iv run malwarebytes in normal windows and safe mode but neither has found anything. I'm also unable to return the pc to a time when I knew its not on there could this be down to the "bug"

 

Any help would be good
