i suspect its just a matter of time before you catch a bigger sample, if you are catching pike then you arent doing anything wrong, and a bigger fish will turn up. the season before last i couldnt catch anything bigger than 16lb with my average fish being 13lb. last season had a few better fish but my average fish was 11lb. the point being with pike fishing its a lottery of what size fish takes your bait.

also try increasing your bait size.

its the same as any fish really theres more smaller fish than bigger fish.its just a matter of time before that big one takes the bait before the smaller ones get there.
