In the quantities we would use milk in bait, it's not a problem at all. Milk has been used as a successful attractor for many years and works well, especially in it's "condensed" form. Carnation (or any other cheaper and thinner versions/brands which are called "Evaporated" milk, are a very good liquid content in bread based baits. Fish love the stuff.

 

Unless of course you fill a river with it, then it becomes dodgy.
