Annoying Capital on/off pop up

Last night my mother was on the computer playing Freecell and having to call me to say the computer does freeze up and couldn't shut the program down.

 

Well I managed to switch the computer off but when starting the computer up everything was fine until I noticed on the computer screen the Capital on / Capital of pop up and it disappear again. Can anyone assisted me on how to remove the anoying pop up.

 

Tried numbers of thing like System Restore but no good.

Tried removing the Pop up blocker and still no good.

Tried looking in the Help pages - Nothing

 

Anybody got any ideas?

only use System Restore in dire need like to backup your files as this device can corrupt your networks.

run an adware program like http://www.lavasoft.de/support/download/ that might fix your buggs or try http://www.tomcoyote.org/hjt/
