Most unfair, as the real way to deter car use is a massive rise in fuel duty, not selective punishment for the unfortunate few.

A small car user might do 20000 miles per year, and cause much more pollution than my vehicle, but pay less road tax.

 

There's a flaw in your argument - you're expecting a labour Government (actually, any Government), to be fair.

 

It's a lot easier to hit those that are too busy trying to contribute to society to complain, than making it fair and equal.
