It's a private deal with Norway.

Fishery stocks are something that is barterd if the Norwegians are giving away fish they want something somewhere else.

One of the main reasons why Norway voted against joining the EU was PUBLIC CONCERN OVER EU FISHERIES POLICY.

Norway takes it's fish seriously.

As it does with its oil industry. When the Norwegian sector of the N.sea started off ALL drilling was done by Americans but the Norwegians insisted on having 2 (trainee) Norwegians to every 1 outside contractor, they now almost run the whole show them selfs.

 

Point being that they are not daft in Norway.
