We used to have a fairly effective system for promoting social mobility by hothousing talented kids from humble backgrounds, but it was felt that this was unfair to untalented kids from humble backgrounds so now we dont give any of them a leg up.

How long has the "commission" been in existence? Is it a bureaucracy that has outlived its usefulness. Don't get me wrong, we have plenty of "government" that has outlived its usefulness. I'm not being critical in any particular way. Believe me - take a look
